Kennedy Calls for US Withdrawl from Iraq

I appreciate and endorse the idea of leaving Iraq in the hands of an all Iraqi government but wonder how Kennedy can expect the United Nations to perform suitably and with integrity in this situation. Doesn't he remember the oil-for-food scandal which exposed the systemic corruption of the UN Security Council? How did the UN peacekeepers perform in the Congo and why didn't they act in Rwanda?
